Reuters: Two children were among 10 people killed when a Russian missile hit a residential building in Ukraine's northeastern city of Sumy, Ukrainian officials said, while another missile strike left the region's administrative centre without power.
ISW: Russian forces will likely focus on seizing frontline Ukrainian towns and cities during Winter 2024-2025 through urban combat amid efforts to offset Ukrainian drone advantages and possible Russian armored vehicle constraints.

Reuters: President Joe Biden's administration has allowed Ukraine to use U.S.-made weapons to strike deep into Russia, two U.S. officials and a source familiar with the decision said on Sunday, in a significant reversal of Washington's policy in the Ukraine-Russia conflict.
The Times of Israel: Arguing that Jerusalem and Kyiv face the same enemy, Ukraine’s ambassador to Israel praises Deputy Foreign Minister Sharren Haskel’s proposal to give any Russian-made weapons seized by the IDF in Lebanon, the Gaza Strip or the West Bank to Ukraine.
Reuters: Russia unleashed its largest air strike on Ukraine in almost three months on Sunday, launching 120 missiles and 90 drones that killed at least seven people and caused severe damage to the power system, officials said.

FT: North Korea sent Russia 50 domestically produced 170mm M1989 self-propelled howitzers and 20 updated 240mm multiple launch rocket systems that can fire standard rockets and guided ones, according to Ukraine. Some were sent to Kursk region (archive).
Euromaidan Press: Trump adviser Boris Epshteyn, currently coordinating the president-elect’s legal defenses, proposed himself as special envoy for the Russia-Ukraine war during Trump’s recent flight to meet Biden, according to NYT sources.

Reuters: Leaders of the Group of Seven major democracies on Saturday reiterated a pledge to keep imposing severe costs on Russia for its invasion of Ukraine, through sanctions, export controls and other measures, and vowed to support Kyiv for as long as it takes.
AP News: At a secretive factory in Russia’s central grasslands, engineers are manufacturing hundreds of decoy drones meant to overwhelm Ukrainian defenses as they try to protect against a horrific new weapon, an Associated Press investigation has found.

The Kyiv Independent: The European Union is preparing to implement additional sanctions against Iranian individuals and entities involved in propping up Russia's war machine, Radio Free Europe/Radio Liberty reported on Nov. 15.
RFE/RL: Russia appears to be offering consular services in the Black Sea resort city of Varna, despite Sofia expelling diplomats in 2022 and closing the consulate down a year later, an investigation by RFE/RL's Bulgarian Service has found.
Politico: The EU will press Beijing for answers over reports that a China-based company is producing military drones for use in Russia's war against Ukraine, a senior EU official said Friday.
