ISW: The Kremlin appears to be reorganizing Russia's decentralized, regional volunteer recruitment campaigns into a federal effort, indicating that Russia is struggling to meet the manpower demands of its war in Ukraine.

AP News: A major Ukrainian drone attack set multiple Russian arms depots ablaze, destroying what Ukraine’s General Staff said were thousands of tons of weaponry, including missiles from North Korea.

Reuters: Ukraine's foreign minister said on Saturday that Russia is planning strikes on Ukrainian nuclear facilities before the winter, and urged the IAEA and Ukraine's allies to establish permanent monitoring missions at the country's nuclear plants.

Reuters: Russian forces launched three strikes on Friday on Kharkiv, Ukraine's second-largest city, injuring 15 people, including three children, Mayor Ihor Terekhov said.

The Times: Ukraine may be given private dispensation by the UK and US to fire long-range Storm Shadow missiles into Russia without making it public until the first one is fired (archive).

POLITICO: The U.S. is considering sending Ukraine a medium-range missile for its new F-16 fleet as part of a $375 million military aid package expected to be announced Monday.

The Kyiv Independent: Ukraine's drone strike on the arms depot in Russia's Tver Oblast destroyed two to three months' worth of munitions, Estonian Colonel Ants Kiviselg, head of the Estonian Defense Forces Intelligence Center, said on Sept. 20.

Bloomberg: Hungary hosted a Russian business forum in Budapest on Friday, showcasing booming links with Moscow that have alienated the country’s European Union and NATO allies (archive).
