The Kyiv Independent: Starlink, the satellite internet service owned by Elon Musk, suffered a global outage on Sept. 15, the company announced on its official website. The service has become vital for hospitals, schools, and front-line military units across Ukraine.

Reuters: President Volodymyr Zelenskiy said on Sunday that Ukrainian forces had advanced in border districts of northern Sumy region, an area where Russian troops have tried for months to establish a foothold.

The Kyiv Independent: Ukrainian special forces successfully detected and destroyed a Russian Buk-M3 anti-aircraft missile system in the occupied part of Zaporizhzhia Oblast on Sept. 14, Ukraine's military intelligence agency reported.

The Kyiv Independent: Estonia is planning to allocate over 100 million euros in military aid to Ukraine next year, Estonian Defense Minister Hanno Pevkur announced on Sept. 14 during his visit to Kyiv.

Reuters: Ukraine may intentionally reduce the quality of mobile communications during Russian drone attacks to stop the networks being used to coordinate strikes, Chief of the General Staff Andriy Hnatov was quoted as saying on Sunday.

The Kyiv Independent: The Ukrainian Navy attacked a communications hub of Russia's Black Sea Fleet in occupied Sevastopol earlier this week, the Navy reported on Sept. 14.

FT: Russia has widened its interference in Moldovan elections to voters living abroad ahead of parliamentary elections this month, according to President Maia Sandu (archive).

The Kyiv Independent: Ukrainian forces attacked the Kirishi oil refinery in Russia's Leningrad Oblast overnight on Sept. 14, Ukraine's General Staff confirmed. The Kirishi refinery is one of the largest in Russia and has a processing capacity of over 17 million tons of oil per year.

The Kyiv Independent: A Ukrainian drone struck the Metafrax Chemicals plant in Russia's Perm Krai the evening of Sept. 13. Perm Krai lies over 1,800 kilometers (1,118 miles) from the Russian-Ukrainian border.

The Kyiv Independent: Ukrainian forces have regained control of the Dnipropetrovsk Oblast village of Filia, briefly occupied by Russian troops during their incursion into the region, Dnipro Operational Strategic Group Spokesperson Oleksii Bielskyi said on Sept. 13.

Reuters: Two U.S. lawmakers sponsoring a bill to impose tough sanctions on Russia over its war on Ukraine said on Saturday they will urge fellow lawmakers this week to tie their bill to must-pass legislation on keeping the federal government operating.

The Guardian: A Ukrainian drone crashed into one of Russia’s largest oil-refining complexes on Saturday, sparking a fire and causing minor damage, a Russian official said. The complex, which belongs to Russian oil company Bashneft, lies on the outskirts of the central Russian city of Ufa about 870 miles (1,400km) from the frontline in Ukraine.

France 24: Romania became the latest NATO member state to report a drone incursion into its airspace Saturday, as Poland scrambled aircraft in response to fresh Russian drone strikes just over the border in Ukraine.

The Kyiv Independent: Russia launched a tirade of attacks killing three people in Kostiantynivka, Donetsk Oblast, and killing one in Borova, Kharkiv Oblast, Ukrainian authorities reported on Sept. 13.

Le Monde: Trump said Saturday he was ready to sanction Moscow, but on the condition that all NATO allies agree to completely halt purchases of Russian oil and implement their own sanctions. He also suggested members of the transatlantic alliance consider slapping tariffs of 50% to 100% on China as a way to help end Russia's war in Ukraine.

The Insider: The average age of a car on Russia’s roads has reached 16 years. Import substitution efforts have pushed prices up for all vehicles, and even Chinese-made models are becoming unaffordable. New car sales in the country are down by double digits, while the market for used cars holds steady.

Reuters: Thousands of Poles are signing up for voluntary military training as Poland's army seeks to fill its ranks with professional and voluntary personnel amid escalating concerns over Russia's military aggression.

ISW: Russia and Belarus may have walked back efforts to use Zapad-2025 to support nuclear saber-rattling operations against the West, at least temporarily.

Reuters: An early morning Russian attack killed three people on Friday in northern Ukraine's Sumy region, a regional official reported, but President Volodymyr Zelenskiy said Moscow's attempts to advance in the area had failed with heavy losses.

The Kyiv Independent: Russian troops have infiltrated the town of Kupiansk, Kharkiv Oblast, by entering a gas pipeline from an occupied Ukrainian village, the crowd-sourced monitoring website Deep State reported on Sept. 12.

Reuters: Ukraine is finding more and more Russian and Belarusian electronics in the wreckage of missiles fired at it by Moscow, a senior Ukrainian official said.

CNN: NATO has launched an initiative to reinforce the defense of Europe’s eastern flank after a Russian drone incursion into Polish airspace this week, NATO Secretary General Mark Rutte announced on Friday. The “Eastern Sentry” operation will commence in the coming days and will involve assets from Denmark, France, the United Kingdom, Germany, and others, Rutte said.

The European Commission is allocating an extra €40 million in humanitarian funding to help Ukrainians endure a fourth winter of Russia's war of aggression. This new support will strengthen the country's preparedness for winter and protect civilians against extreme cold.

London is providing £142 million ($193 million) in aid to Ukraine to support the country through the winter and into next year, U.K. Foreign Secretary Yvette Cooper announced on Sept. 12.

Reuters: The Kremlin said on Friday that there was a pause in peace negotiations between Russia and Ukraine and accused European countries of hindering a process it said that Moscow remained open to.

Euronews: The European Union has agreed to prolong for another six months the sanctions on more than 2,500 individuals and entities accused of propping up Russia's full-scale invasion of Ukraine and undermining the country’s sovereignty and territorial integrity.

Reuters: Russia on Friday condemned plans by Denmark to host a Ukrainian production facility for long-range missile fuel, saying the move would increase the risks of escalation and lead to more bloodshed in Ukraine.

AP News: Dozens of Ukrainians and their supporters have demonstrated outside the Royal Opera House in London to protest a performance by Russian soprano Anna Netrebko.

Politico: Warsaw chided Trump after he assessed that an incursion by Russian drones into Polish airspace might have been an accident.
