Reuters: Ukrainian troops face "difficult" defensive operations on parts of the eastern front with bitter winter cold setting in, but forces in the south are still conducting offensive actions, President Volodymyr Zelensky said on Wednesday.

AP News: The presidents of four Central European countries found some common ground Wednesday on Ukraine despite their governments’ diverging views on military support for its fight against Russia’s invasion. The Czech Republic, Poland, Hungary and Slovakia, all four European Union and NATO members, form an informal collective known as the Visegrad Group.
Meduza: In response to a question about whether, in his opinion, Russian-speaking people can be called Ukrainians, Ukrainian State Language Protection Commissioner said that the concept of a “Russian-speaking” population in Ukraine is purely Russian ideology, and that “we are all citizens of Ukraine.”
POLITICO: Hungarian Prime Minister Viktor Orbán is threatening to block all European Union aid for Ukraine, as well as the country’s future accession to the bloc, unless EU leaders agree to review their entire strategy of support for Kyiv, according to a letter seen by POLITICO.

AP News: Russia’s parliament approved a federal budget Wednesday that increases spending by around 25% in 2024-2026 and devotes a record amount to defense. The budget was passed unanimously by the upper chamber of the Russian parliament and will be sent to Putin to sign it into law.

AFP: Poland said Wednesday it had charged 16 foreign individuals with spying for Russia, for allegedly preparing acts of sabotage and gathering information on military equipment deliveries to Ukraine.
Reuters: Hungary's main border crossing with Ukraine saw long queues on Wednesday, the customs authority said, with haulers re-routing from crossings in Poland and Slovakia amid blockades there as truckers seek restrictions on Ukrainian drivers.
