AP News: Putin and Xi Jinping on Thursday attended the summit of a security grouping created by Moscow and Beijing to counter Western alliances. They joined the leaders of other countries that are members of the Shanghai Cooperation Organization at its annual meeting in Kazakhstan’s capital of Astana.
The Kyiv Independent: France has transferred 41 power generators to Kharkiv and Chernihiv, whose energy infrastructure has been heavily damaged by Russian strikes, the French Ministry of Foreign Affairs announced.
ISW: Ukraine is addressing its manpower challenges and is forming several new brigades, but delayed and insufficient Western weapons deliveries will likely prevent Ukraine from equipping all these new brigades.

The U.S. Defense Department announced on July 3 a new package of military aid worth $150 million to provide Ukraine with capabilities including air defense interceptors. The package also includes ammunition for high mobility artillery rocket systems, artillery rounds, and other critical capabilities drawn from U.S. stocks.
